Provides central government and the wider public sector with a range of decarbonisation products and services to support their carbon net zero strategy.

Description

Enables you to access a wide range of products and services to reduce your energy demands and support your organisations decarbonisation targets.

Products and services available includes:

  • access to energy products including solar photovoltaic technology (such as solar panels), heat pumps and battery storage units
  • design and feasibility services: helps you to design your energy project and identify how likely it is to meet your needs
  • installation services: to help you install your energy products and system
  • servicing and maintenance services: to maintain the working condition of your solar, battery storage or heat pump system
  • decommissioning services: helps you to end or ‘decommission’ a service either completely or in parts

You can buy products and services separately as and when you need. You also have the option to buy an end to end service. This will include all the products and services you need to carry out your project from start to finish.

Suppliers across all 5 lots can provide works and services throughout the United Kingdom.

There is no maximum contract length.

This agreement will run for 4 years, until 23 March 2027. There is no option to extend the agreement.

    • Term Alliance Contract (TAC-1)
  • standard prices: this means that the maximum prices for this agreement are fixed for the first 2 years of the agreement contract
    • you may be able to ensure further price reductions by running a further competition or through early contractor involvement and effective risk management in direct award

Carbon Reduction

All suppliers for this agreement have committed to comply with the Procurement Policy Note 06/21: 'Taking account of Carbon Reduction Plans in the procurement of major government contracts' as required. If a supplier is required to publish a carbon reduction plan, you can find it on their individual supplier details page.

Lot 4.1: Heat Networks - Heat Network Design
Access to suppliers who can provide heat network, space heating and domestic heating design/consultancy services to public sector organisations 
Suppliers who can support the provision of government heat decarbonisation targets and heat network strategy outlined in the Net Zero strategy and the Heat and Building strategy. This includes, but not limited to: 
  • onsite surveys and infrastructure assessments;  
  • design services for the development of a new district energy centre;
  • business case support for connection to existing heat networks including financial forecasting;
  • design services to support the maintenance and improvement works on an existing Additional Clients heat network

Lot 4.2: Heat Networks - Heat Network Design & Build
Access to suppliers who can provide heat network, space heating and domestic heating design/consultancy and subsequent construction management services to public sector organisations. 
Suppliers who can support the provision of government heat decarbonisation targets and heat network strategy outlined in the Net Zero strategy and the Heat and Building strategy. This includes, but not limited to: 
  • civil engineering works 
  • installation works of insulated pipe systems 
  • operation and maintenance technical inspectors
  • control system specialist 
  • design engineer and project management

Lot 5: Carbon Net Zero Consultancy
Access to suppliers who can provide a range of decarbonisation professional services across all stages of a project delivery or to support on carbon net zero strategy development. This includes, but not limited to: 
  • carbon reporting
  • Power Purchase Agreement (PPA) technical services 
  • environmental planning and protection
  • carbon offsetting 
  • scope emission reporting
  • building retrofit

How to buy

How to Buy

You can buy from this agreement through further competition or direct award. The time it will take to complete a further competition will depend on the size, scale and complexity of your project or programme.

Before buying from this agreement you should read the customer guide. This document will contain information which will help you to select the right lot for your needs. If you are still unsure, contact the category team.

How to access this agreement

  1. register as an additional client with CCS by completing the registration document

    1. you will need to return the completed document to us by email

    2. there is no joining fee and no commitment, even after registering

  2. if you would like to run a procurement you will also need to complete an additional client user agreement (ACUA) form

    1. you will need to return the completed document to us by email

  3. once you have completed the forms, you can then access supplier alliance member rates

  4. we will issue you with a unique reference number for your project or programme

    1. you must reference and include your unique reference number in all communication with supplier alliance members

    2. you will also need to state which procurement portal you will be using to make sure suppliers can register to the portal and can respond to your bid

    3. once the supplier alliance member has received the additional client user agreement reference number for your project, they can bid on your invitation

Choosing your contract

All the commonly used procurement routes, tendering methods, payment arrangements and standard forms of contract are available.

Boiler-plate clauses are included for things such as GDPR and intellectual property rights. You have the freedom to include additional contract changes at the further competition stage.

The contract types available include:

  • NEC 3 or 4: provides a wide range of project management contracts and ensures users complete projects on time, on budget and to the required standards

  • joint contracts tribunal (JCT) provides a suite of standard contract forms that set out the responsibilities of all parties within the construction process such as who will complete the work, when they will complete it by and for how much

  • PPC2000: offers a single contractual hub, allowing all team members to ‘contract as a team’ on identical terms

  • term alliance contract (Tac-1): provides any type or size of works, services, or supplies

  • Scottish building contract committee (SBCC): where the work involved is simple and designed by or on behalf of the employer and uses the JCT forms wherever possible
